The MSS-STO Work Execution Manager (WEM) provides the management oversight of the Superintendents, craft, and subcontract personnel performing maintenance work on facility equipment in support of STO Facility Operations.Helps ensure that the maintenance work performed is in compliance with LANL’s P950 Conduct of Maintenance Procedure which is LANL’s Nuclear Maintenance Management Program (NMMP) as required by the Department of Energy (DOE) Order (O) 433.1B, Maintenance Management Program for DOE Nuclear facilities.
Safety and security are the primary responsibility for all Laboratory employees.The WEM maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
Understands and adheres to all Laboratory and industry regulatory guidance and governance specific to facility maintenance.
Ensures subordinate superintendents are knowledgeable of collective bargaining agreements related to their particular trades.
Directs the sequence of work for resident craft and other crafts operating within the area.
Manages the design, planning, construction, and maintenance of equipment, machinery, buildings, and/or other facilities.
Supports the development of plans and budgets for maintenance activities and facility modifications.
Develops and administers organizational policies relevant to facility maintenance activities.
Implements the Conduct of Maintenance program at facilities.
Conduct or participate in Plan of the Week & Plan of the Day activities.
Provides counsel, advice, and assistance to management on matters dealing with Labor Relations, Department of Energy (DOE) contract compliance, and/or Laboratory policies or procedures to ensure compliance.
Defines and recommends organizational objectives, develops specific short-term and long-range plans, and monitors progress to assure work objectives are attained and schedules are met.
Directs preparation of concise studies on complex subjects for management; identifies problem areas, investigates alternative solutions, determines cost implications, and recommends solutions.
Directs the administration of employees including forecasting staffing requirements, developing and executing action-oriented programs to address affirmative action placement goals, directing assignments, assuring training and development, monitoring performance, and initiating personnel actions.

What You Need
Minimum Job Requirements:
Extensive knowledge of and experience with facility management including systems engineering design and maintenance, safety/authorization basis, configuration management programs, work control, facility control systems, construction projects, upgrades and renovations.
Significant experience working under collective bargaining agreements.
Demonstrated experience and skill in management, supervision, and human resources administration of assigned employees to include collective bargaining unit employees.
Knowledgeable of work skill, tasks, materials and tools utilized in work by trade craft.
Extensive understanding of work hazards, safety practices, operating configuration, and lock-out/tag-out policies and procedures.
Demonstrated ability to understand and interpret various physical, mechanical, and electrical documents, blueprints, drawings, and schematics.
Demonstrated ability to utilize and manipulate a computerized work management system in maintaining and tracking project activities.
Knowledge of the Laboratory's organizational structure.
Extensive knowledge of facility policies, procedures.
Extensive knowledge of government and industry regulations affecting maintenance and site services.
Demonstrated skill in the preparation and presentation of oral and written reports.
Management experience to include coaching and mentoring.
Must possess thorough knowledge of general OSHA safety practices such as trenching and excavation, fall protection, confined spaces, scaffolding, etc.
Desired Skills:
Experience providing briefings and/or stand up instruction in an operational environment.
Knowledge of regulatory and Laboratory requirements related to LANL/DOE facilities.
Education: Position typically requires a bachelor’s degree and three-to-five years of related management experience, or an equivalent combination of education and experience.
