The Strategic Sponsored Work team focuses on agreements such as Non-Disclosure, Proprietary User, Strategic Partnership Project (Federal and non-Federal), and Collaborative Research and Development Agreements.The successful applicant’s responsibilities will include:
Integration of contract and business development functions for delivering on proposal requirements.
Work with line, program and FCI on various proposal awards awarded by Federal sponsor and/or through a non-Federal entity.
Submit and track invention disclosures arising from Department of Health and Human Services funded research in the system iEdison as well as ensure the information contained in that system is identical to invention disclosures in FCI’s IP Manager system.
Interacting with LANL staff and Legal Counsel to understand the legal and business risks associated with agreements.
Interpreting the compliance regulations that include DOE Orders, Federal Regulations, Guidance documents/memos, and LANL Prime Contract, and other policies and procedures that apply to sponsored work.
Utilizing dedicated electronic systems, maintaining detailed accurate records, ensuring Strategic Partnership Project (SPP) compliance, and any application of associated processes.
Working with and support FCI Business Development Executives (BDEs), Contract Management staff (CMT), Laboratory program directors/managers, line managers, principal investigators (PIs), company executives, Laboratory and corporate attorneys, and CRADA/SPP team members.
Interacting with the Los Alamos Field Office (LANL’s DOE oversight office) which may include Funding Opportunity Announcements notifications and approvals (FOA/NOI) and other interactions to finalize various funding and project approvals.
Working with company executives, lawyers (as appropriate), and DOE officials to establish agreements,
Maintaining a high volume of on-going agreement negotiations.
Understanding and explaining standard agreement language to potential industrial partners as well as internal LANL personnel.
Maintaining agreements related data in Laboratory databases.
Reporting on the status of agreements.
Assisting the technical staff in understanding and following agreement procedures.
Actively participating with the Strategic Sponsored Work team in understanding and resolving agreement related issues.
Providing input on process improvements.
Participating in additional activities in the areas of Federal sponsored work, which may include funds-in processing, assisting with proposal processes and utilizing associated electronic systems.
What You Need
Minimum Job Requirements:
Demonstrated basic knowledge of intellectual property (IP) and proven ability to understand and explain to business development executives those requirements or rights expected for proposal award winners based on analysis of IP requirements in the calls for proposals.
Demonstrated basic knowledge of proposal mechanisms.
Demonstrated basic knowledge of contractual mechanisms.
Demonstrated basic knowledge of general marketing concepts and tools, including relevant publications and sources.
Proven ability to build rapport and converse with diverse constituencies, including Principal Investigators, various levels of staff and management both internal and external to the Laboratory
Proven ability to translate technical concepts into agreement language, such as non-disclosure purpose and discussion topics, statements of work and/or invention disclosures.
Proven ability to multi-task, such as managing multiple agreements in parallel in a fast-paced environment.
Demonstrated excellent communication skills, including speaking, writing, presenting, listening and negotiating with technical, legal and business professionals.
Demonstrated initiative, versatility, and accuracy in the performance of work product.
Must have a proven record of excellent dependability, availability, attendance and punctuality.
Desired Skills:
Background in working with LANL Scientists in proposal submission and project management.
Background in risk management in this area or other occupations.
Familiarity working with business development personnel and IP management personnel to navigate any complexities related to technology portfolios to be leveraged under new opportunities (i.e., what would be the impact of this work if awarded on other efforts?)
Basic understanding or familiarity with Laboratory Prime Contract, technology transfer legislation, and relevant DOE Orders and Federal Regulations associated with Sponsored Work.
Understanding of basic IP rights, laws, policies, and procedures and how they may be used in negotiations.
Basic knowledge of training concepts and program development practices.
Education Required: Bachelor’s degree in business or administration or related field (advanced degree preferred). or quivalent combination of education and experience

Located in northern New Mexico, Los Alamos National Laboratory (LANL) is a multidisciplinary research institution engaged in strategic science on behalf of national security. LANL enhances national security by ensuring the safety and reliability of the U.S. nuclear stockpile, developing technologies to reduce threats from weapons of mass destruction, and solving problems related to energy, environment, infrastructure, health, and global security concerns.
The Feynman Center for Innovation or FCI Division is responsible for coordinating, negotiating, and executing a broad suite of Sponsored Research Agreements that include Federal and Non-Federal Strategic Partnership Projects (SPP); Cooperative Research and Development Agreements (CRADAs); Proprietary User Facility Agreements (PUAs); Memorandums of Understanding; Non-Disclosure Agreements; and other agreements as required. Additional critical components of the job will include proposal pre-funding approvals processes; coordination and interaction with parties both inside and outside the Laboratory and from both government and private sector; and interpretation and guidance in applying Laboratory and DOE policy and procedures and other rules and regulations to ensure compliance.This TTP-1 position will be part of a small but dynamic, high-performing, interactive team assigned to assist in processing the agreements associated with SPP, commonly referred to as “sponsored work”.Teamwork will be critical as the team setting includes cross-training requirements that enable and facilitate a back-up capability for all team members associated with sponsored work.
